Old-fashioned Raisin-filled Cookies

Ingredients
- 2 cups raisins, chopped
- 2/3 cup sugar
- 2/3 cup water
- 1 tablespoon lemon juice
- 1 tablespoon butter
- 1 cup sugar
- 1 cup butter
- 1 egg, beaten
- 3 cups sifted flour
- 3 teaspoons baking powder
- 1/4 teaspoon salt
- 1/3 cup milk
- 2 teaspoons vanilla
